Nos \u00c9tats ferment les guichets physiques pour ouvrirent des guichets virtuels. Ce changement stigmatise, voire exclue, celles et ceux qui ne sont pas dans l&#8217;air du temps. Le discours normatif est donc pour le &#8220;digital by default&#8221;. \u00c9videmment, \u00e7a r\u00e9duit les files d&#8217;attente, la paperasserie, et, croyons-le-nous, sa permet un rapport plus serein avec notre administration. Le lecteur int\u00e9ress\u00e9 par ce d\u00e9bat est invit\u00e9 \u00e0 lire Schou, &amp; Hjelholt (2018) ou Mazet (2019).<\/p>\n<p>Mais qu&#8217;implique un dogme &#8220;digital by default&#8221; pour l&#8217;\u00e9ducation? S&#8217;il y a d\u00e9mat\u00e9rialisation de la relation administrative ou d\u00e9shumanisation du contact avec les administrations (Mazet, 2019), l&#8217;\u00e9cole doit-elle encore former les futurs citoyens \u00e0 des interactions sociales en chair et en os ? Dit autrement, pour \u00eatre un citoyen \u00e0 part enti\u00e8re qui vote, qui milite, qui fonctionne en ad\u00e9quation avec les attentes, qui participe \u00e0 faire \u00e9voluer le modus vivendi&#8230; ne pourrais-je pas simplement \u00eatre assis en slip sur mon canap\u00e9, connect\u00e9 aux services web de l&#8217;\u00c9tat? Dans ce cas, l&#8217;\u00e9cole doit former \u00e0 devenir des citoyens num\u00e9riques. Et l\u00e0, il y a plusieurs approches. Prenons les propositions de Choi (2016, traduction libre) qui ont le m\u00e9rite de d\u00e9plaire.<\/p>\n<ol>\n<li>Approche &#8220;\u00c9thique&#8221; : \u00eatre capable d&#8217;une utilisation appropri\u00e9e, s\u00e9cure et responsable dans les activit\u00e9s en ligne<\/li>\n<li>Approche &#8220;Litt\u00e9ratie des m\u00e9dias et de l&#8217;information&#8221; : \u00eatre capable d&#8217;acc\u00e9der, d&#8217;utiliser, de cr\u00e9er et d&#8217;\u00e9valuer l&#8217;information et les syst\u00e8mes d&#8217;information structurants<\/li>\n<li>Approche &#8220;Participation\/Engagement&#8221; : \u00eatre capable d&#8217;engagement politique, socio-\u00e9conomique, culturel&#8230; en ligne<\/li>\n<li>Approche &#8220;R\u00e9sistance critique&#8221; :\u00eatre capable de participation non lin\u00e9aire, plus cr\u00e9ative, non hi\u00e9rarchique, visant la d\u00e9centralisation, le libre, la transparence, l\u2019accessibilit\u00e9<\/li>\n<\/ol>\n<p>Autrement dit, la premi\u00e8re fait des utilisateurs disciplin\u00e9s, la deuxi\u00e8me leur offre un rapport critique, la troisi\u00e8me permet l&#8217;influence du statu quo, la derni\u00e8re engage au militantisme et \u00e0 la r\u00e9sistance. Fort \u00e0 parier que l&#8217;\u00e9cole, si tant est qu&#8217;elle th\u00e9matise la citoyennet\u00e9 num\u00e9rique, s&#8217;appropriera l&#8217;approche &#8220;Ethique&#8221;, voire l&#8217;approche &#8220;Litt\u00e9ratie des m\u00e9dias et de l&#8217;information&#8221;. En effet, le pouvoir normatif des structures num\u00e9riques\/informatiques (c.f. <a href=\"https:\/\/www.harvardmagazine.com\/2000\/01\/code-is-law-html\" target=\"_blank\" rel=\"noopener noreferrer\">code is law<\/a> de Laurence Lessig) invite les citoyens \u00e0 ne pas \u0153uvrer dans les approches 3 et 4 propos\u00e9es par Choi (2016).<\/p>\n<p>Ainsi, \u00e0 quoi former les \u00e9l\u00e8ves lorsque l&#8217;on parle d&#8217;environnement num\u00e9rique? \u00c0 Office 365 pour leur permettre d&#8217;\u00eatre des utilisateurs? \u00c0 une diversit\u00e9 d&#8217;environnement, pour leur permettre une certaine litt\u00e9ratie ? Aux solutions libres d\u00e9ploy\u00e9es localement (\u00e0 la lumi\u00e8re des <a href=\"https:\/\/chatons.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">CHATONS<\/a>) pour le permettre participation et engagement ? Ou finalement \u00e0 des comp\u00e9tences plus pointues pour permettre une r\u00e9sistance critique?<\/p>\n<p>Ainsi, l&#8217;environnement num\u00e9rique appelle les m\u00eames questions que l&#8217;environnement analogique quant \u00e0 la place des citoyens et de leur parole.
